Pine Bush Central School District Budget - Some Comments On The Proposed Budget

I have been attending many of the Pine Bush Central School District Board of Eduction meetings and and budget forums recently in an effort to support the continuation of high quality educational programs for our District. As I pointed out at the first forum I attended, the reputation of our schools will directly affect each and every one of us in the communities that make up the District. Whether we have children in the system or not our property values and future saleability of our homes and other real estate is influenced by how desirable the schools are to prospective home buyers and businesses who are considering a move to our community.

As a parent I am hoping that our children will receive the kind of educational opportunities that will excite them and keep them motivated. I also pointed out that we need to work together to find creative solutions so we can maintain programs and minimize impact on our schools. It is no secret that I value the Music Programs we offer here and I was very happy to see that the proposed budget kept the Music Programs that might have been eliminated.

That having been said I think that we need to acknowledge that we are in financial crisis and need to get real about it. I, myself, am trying hard to make a living in a year that so many have lost so much. I work as an Associate Real Estate Broker here in Pine Bush. I do not get a regular paycheck, I work on a commission only self employed basis. On March 10, 2010 received my first commission check of this year for a rental placement of $220.00. I have paid out over $2500.00 so far this year for the privilege of keeping my Realtor standing , continuing education, and business expenses which, if you do the math, puts me way in the red. Most of the other Real Estate Agents I speak with have similar stories to tell. Many of us have had deal after deal fall due to mortgage and appraisal issues, buyers loss of job, or other problems that home sellers and buyers are facing in this economy. My commissions are my main contribution to my family budget. I have some steep expenses with one in college and two high school students. We are trying to do the best we can.

Many of the people in our communities are facing trying times from forces beyond their control. I am lucky that my husband who works in construction is still working but many of our friends and relatives are not. Some have been out of work for a year or more now. Retirees who were secure in their investments in stock markets and funds lost so much. The very homes that they live in whose paid up walls were what they believed to be a secure investment in the future have lost value and now they face a future with less. Families are losing wage earners as one or both parents take pay cuts or lose jobs all together. It is reality.

I applaud the work that the Administration has done to pare down the budget. I am so pleased that they have found a way to save programing and minimize the tax increase but it is still a tax increase. I think we still have some work to do to find those creative solutions that will allow us to move forward with great programs and little or no increases.

I find, as I review the projecting 2010-2011 budget, that the first item on the Increases is contractual pay increases. These are increases across the board to administrators, educators, and support staff. Might I suggest that the unions and individuals who have these hard won contracts agree that they will freeze wages where they are in order to save TWO MILLION Dollars. I do understand that this affects your family. I do understand that to accept such a freeze you will be sacrificing a lot. But we can lower the tax increase even further and save some of the programs and positions that are being considered for cut. These very positions that teachers and staff stood up to defend in prior forums and Board meetings. Please consider giving a little to save a lot.

I know that this may not make me as popular around the schools but understand that I love our teachers and the school staff. I am trying to save more of your jobs while asking each of you to give a little bit. This does not even ask you to take a cut it asks you to not take an increase. It asks you to think outside the box as you plan for next year and order your supplies and materials. I hope that you will hear my plea and follow through by offering to forgo increases in favor of the future of our children and this community.

I urge the Board of Education to take a tough stand in negotiations of all contracts this year, not only in salary and benefit areas but in contracts for goods and services. Can we do it better and cheaper by changing the way we do things? YES WE CAN!

I Swear I Will Never Take Electricity For Granted Again

Here I am back in the modern world. Yes I have been living without electricity at home for the better part of four days and it is soooo nice to turn on a switch and see that amazing little light bulb create illumination.

I don't even mind so much that I accidentally deleted a whole page of comments from my log this morning, sorry if your's was on the list I really only meant to delete the one from the spammer. I did lose a few points in the process but I will get back on track as soon as I catch up on the house full of laundry and everything else that has been waiting for Ben Franklin's discovery to be restored to me.

Hope you all survived without my posts on things To Do in Orange County this weekend, there wasn't much doing in my part of the county anyway. Here are some pictures of how were spent the evenings in the living room with the wood stove cranking out heat.

We weren't totally in the dark.
The glow you see on my daughters' faces is the light from the cell phones in their hands.

I did save my food from the fridge by burying it in coolers in the two feet of snow in the back yard. Oh yes fun was had by all this weekend. I will never take electricity and it's importance to our lives for granted again. Have a great week.

We Are About To Get Hit Again. Are You Ready For The Snow?

Well here it comes again New York. They are predicting a lot of snow for tomorrow afternoon and night. The snow is going to be wet snow which is soggy and heavy. We know what soggy heavy snow can do don't we?

Be careful when shoveling

This type of snow will be hard to move and shoveling will take a lot out of you. Be sure to use common sense and find someone to help you if it is too much for you.

Expect that we may have power outages throughout the area so get prepared.

Find your flashlights, I know that the kids have been playing with them so you may need to dig in the toy box and replace those batteries.

Gather some candles and matches. Remember never leave a candle burning unattended or in a room alone with a small child.

Fill some jugs or pails with water especially if your house gets water from a well. The well can't pump up water without electricity. If you have water at least you can flush the toilets, give pets water, and wash up.

Watch the snow build up on roofs especially flat roofs.

This is the type of snow that can cause a cave in so keep an eye on your roof and call someone to clear it if it gets too deep.

Don't drive if you don't have to.

If it is not necessary to go out then don't. If you think about it most things can wait until the roads are cleared.

Attention New Yorkers! Amanda's Law Goes Into Effect Today

Do you have a Carbon Monoxide Detector in your house or apartment? Well if you live in New York you better get one. Today, February 22,2010, is the day the Amanda's Law takes effect. This State Law was passed in July and requires every dwelling in New York State to have a working Carbon Monoxide Detector installed. They can be hard wired or plug in units with battery back up. The plug in units are easy to find in stores and installation is merely plugging them into an outlet and maintaining batteries to back up the system. They are like having your own little security system complete with a bouncer to sound the alarm in case of danger.

This law came about through the efforts of Amanda Hanson's parents after her tragic death in January of 2009. Amanda was only 16 and on a sleep over at a friends house when a faulty boiler emitted the odorless, colorless gas that took her life. There was not Carbon Monoxide Detector in that house.

As part of the transfer of title and closing on homes in New York sellers have been required for quite a while to certify that Carbon Monoxide Detectors were present in the house they were selling. Now it is required that all dwellings have and maintain these units.

Well I am off to check out my house and the rental units I have to insure they all have working units. I suggest you all do the same.

It's Time To Start Putting The Home Buying Puzzle Together

Are you thinking about buying a home this spring? When I was growing up my aunt always had a puzzle out on a table in her living room. It was always a race to get that puzzle would be completed. If you are thinking of buying a new home it is time to put the pieces of your home buying puzzle together before you miss out on some extremely favorable buying conditions and incentives.

Deadlines are fast approaching for the Tax Credit and it is doubtful that it will be extended again. In order to qualify for the $8000 first time tax credit or the $6500 tax credit for buyers who are moving to a new home after selling another home they have owned for 5 or more years, buyer's must be in contract by April 30, 2010 and close by June 30, 2010. In this area of New York state that means you had best be looking in February and early March. With the average closing taking 60 days or longer you need to find that house as soon as possible. These are hard deadlines in the law and as they get closer you will find that it becomes more difficult to get all the pieces of the puzzle in place in order to meet them.

Experts are telling us that interest rates are going to rise. Today we had a representative of a major mortgage lender at our company meeting. He told us that the rates are currently around 5% but they are expected to rise to 6% by years end. The sooner you find your new home the better your interest rates will be if this prediction is true.

Another important puzzle piece that just fell into place is that some of the conventional lenders are once again able to offer 95% financing. In the past year our area has been under restrictions that required a 10 % down payment for conventional mortgages. This 5% down payment will allow more buyers qualify to buy a home now.

A Valentine's Day Life Lesson

Happy Valentine's Day. Did you set yourself up for sadness today? No one who can count one person as a friend should be sad on Valentine's Day. I think that many people set themselves up for a depressing day by focusing on what isn't in their lives rather than what is. On this day of Love and Lovers you may forget that the other Love, the kind we feel for our friends and family is the stronger Love than that sometimes illusive romantic ideal we think we are missing. We can only be hurt if we obsess about what we don't have instead of celebrating what we do have.

Do we set ourselves up to experience bad things by focusing on the negative in other areas of our lives? Some of us do it occasionally. Some of us do it all the time.

In Real Estate it is hard to present a rosy picture of home ownership to a prospective buyer if all we talk about is how difficult this market is. It is difficult to be enthusiastic for a property if we don't focus on how great it could be. Oh I am not saying ignore the negatives, I am saying make sure you aren't avoiding the positives.

This attitude can help you in most areas of your life.

Just remember to look for the SUNSHINE through the clouds
and focus on that.

You Can Help Send A Message To Albany To Help The Pine Bush Central School District

Pine Bush Central School District residents are asking what they can do to help with the efforts to encourage the State of NY to provide our District with a fair share of the pie. The State has cut back on state aid to School Districts throughout the state but Pine Bush is one of seven or eight Districts that face severe cuts in aid. Governor Paterson is proposing targeted school aid reductions based on wealth and student need. In figuring the aid cuts to Pine Bush the state is using data regarding reduced and free lunch participation from several years ago. There has been a huge increase in students who are using this program in our schools in the past year and although the state has those current numbers they are using the old statistics. Although it would not make up for all of the funds needed to maintain current programing it would certainly help if the aid was increased to a level based on our current increased number of area households that have fallen on hard times.

We are being encouraged to send letters and emails to the governor and state legislators. I hope each of us will take the time this holiday weekend to send something off to their representatives and would encourage you to send a copy to the board of education secretary and the superintendents secretary so they can keep an ongoing total number of letters/emails sent. There is power in numbers in the political game.

The superintendent has posted this sample letter to send to legislators or you may wish to focus on the proposed unfair distribution of State Aid by sending this simple email format to the governor and your legislators:

While I am aware that the state is facing severe budget shortfall we need to ensure that funds that are available are equitably distributed to all Districts. It is my understanding that the number of students in the Pine Bush Central School District who are receiving the Free and Reduced Lunch Program has increased significantly in the past year. The statistics that the state is using in the proposed distribution of school aid are from reported data that is several years old. The State has up to date reports from our District on the 2009/2010 Free and Reduced Lunch Program participants in the District. I urge the reevaluation of the proposed School Aid Distribution to be based on these current numbers.

Pine Bush area residents are facing difficult times. There are many who have experienced job loss, reduced income, and all have been hit hard by reduced home values. Our home values will drop further if the reputation of the Pine Bush Central School District is diminished due to the severe cuts that may have to be made in programing and staff due to decreased state aid and decreased tax local revenue.

Please consider this plea for equality throughout the State of New York.

Does The School District Really Affect The Value Of Your New York Home?

When I am working as a Home Buyer Representative for some people they mention to me that the School District is not important to them because they do not have children. I always point out to the buyers that resale value and ease of resale will matter to them and a good School District means higher value and easier sale in the future.

In this part of New York State the value of the property is determined not only by the house construction and features but by commuting distance to New York City and several other factors. The School District that the property lies in is one of the major considerations when pricing a property. The more highly regarded the district, the higher the test scores, and the better the school programs means a higher value for the property.

To illustrate this point lets look at what is basically the same house in the same condition in two neighboring districts which are approximately the same distance to New York City. The actual properties this is based on transferred in the past six months.

Both of the houses were built in the early 1970's. They are in well cared for condition and similar square footage. The houses are both on smaller lots and are in desirable neighborhoods. They are actually only three and a half miles apart.

But they are in two different school districts. One of the School Districts is more highly thought of by the public than the other and it definitely makes a difference in value and days on the market.

House #1, in the less sought after School District, recently sold for $192,000.00 and was on the market for 202 days.

House #2, in the more sought after School District, recently sold for $234,000.00 and was on the market for 55 days.

So as you can see the value of a property is affected by the School District. It is definitely something to consider and research when you are looking for a home. It is also a reason to make every effort to maintain a quality School Program in order to retain the value of the property you may already own.

Pine Bush Central School District Budget - What We Can Do To Help

Last night I attended a portion of the Pine Bush Central School District Board of Education meeting. During the meeting one of the things that really hit home for me was the fact that the State of New York has used old data to compile it's budget for the cuts in State Aid to our district. Mr Steinberg, our Superintendent of Schools, stated that we are one of eight or so Districts state wide who got hit hard due to the determination that we were not burdening our taxpayers enough. The formula used to determine this is based on several factors including the value of homes within the district and the number of students receiving free and reduced lunches.

Debora Brush, our Assistant Superintendent for Administrative Serivces, told us that the numbers of students in the program that the state used in this determination were four or so years old even though the State has been provided with up to date data. There has been a huge increase in the number of students who qualify for and are using the free and reduced lunch program. In this time of economic uncertainty it is vital that the State use current data. How many people in this District have experienced job loss or reduced income in the past few years? It is ridiculous that the State is not using the current data that they have.

On top of this injustice the way we spend our education budget is largely determined by State mandate. What this means is that we are required to spend so much of each school dollar on a specific portion of the total budget. So while programs are being cut and the education of our children is compromised we are not able to reapportion the tax dollars to best serve our local needs. There are also many State mandated programs that we must provide even though there is little money provided by the state to do this. I have not fully studied this all but I will.

Now those of you who know me know I am not usually vocal about political topics but this one has taken root in my heart. Our children are going to suffer. Our home values may suffer further. Our reputation as a school district is at stake. I will not stay silent about this.

The District is sending a group of Students to the Capital on February 24th. They are scheduled to meet with representatives and will even be on a few television programs. Having heard the eloquent student speakers that voiced concerns at the Budget Forum on Monday I know that our children will make us all proud.

We are also being asked to form a group of parents and other concerned residents to head for Albany on Lobby Day, which is March 15th, to show them our concern. The discussion was still ongoing as to how and what we would be doing but I urge everyone to either attend this rally or send messages of support along with those of us who go. You can also go to the Pine Bush Central School District web page and find a sample letter (about half way down the home page on the right) to send to our representatives in Albany (a list of the legislators is included on the website also). This is just a sample and you may certainly write something in your own words. I will be emailing the superintendent and board of Education today to let them know I will make a point of joining any group headed for Albany if they need me. If you are willing to make the effort let them know as well.

Let's let the powers that be in Albany know that we mad as hell
and we are not going to take it anymore.
